Mary Ellen Francis

     Mary Ellen Francis, 63, of Waterford, Ohio, died on Monday, April 13, 2026 at Marietta Memorial Hospital. She was born on September 13, 1962 in Dover, Ohio, daughter of Clarence and Letty Lou Norris Starcher. She graduated from the Washington County Vocation School in Horticulture and had been a Florist for many years at Dudley’s Florist. On October 3, 1999 she was married to Edwin Mark Francis who survives. Also surviving is a daughter, Luticia Lynn Babb and husband Russell of Waterford; a grandson, Axle Babb of Waterford; and a brother, Ted Jelick of Topeka, Kansas. She was preceded in death by her parents; a brother, French Starcher; and a sister Pam Fisher.

     A Memorial service will be held at a later date at the convenience of the family.
